Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the current period. By day, political struggles are conducted: positive announcements are issued from multiple capitals. Significant resources is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a ability provided through up-to-date information. From witness perspectives, military aircraft that had been deployed to engage hostile cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, presumably supplied through partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Soon after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unfeasible to force Russia to surrender the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through statements or actions, from believing that the situation will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its benefit.
Existing Situation
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: political desires to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
